Steven Blum would make a horrible Shockwave. He's a cool guy but has a distictive voice that doesn't jive with what Shockwave is all about.
Still hoping for David Warner.
I would love it if Alan Rickman voiced him. However, much like Leonard Nimoy, I fear the role would be a waist of his talent.
Nimoy should've been Shockwave since you know Shockles is pretty much an evil Spock.
That was the inspiration for the character, but Nimoy voicing Sentinel is too perfect.
If only he could voice both.
I would have liked Corey to do it but sense he won't I hope David Warner will do it. I have listined to him do Raj al Ghul from Batman. My only concern is that is voice might sound a little old.
It should be Forest Whitaker.
I still vote Corey Burton. Then again, I vote him for every voice acting role.
Three-way tie between David Warner, Doug Bradley, and Alan Rickman.
Alan Rickman or Jeremy Irons, they just have such sinister voices, even when they're not playing sinister characters
I don't think Shockwave should talk. It would add to his mysterious persona.
Very wise choices. I'd prefer David Warner to Alan Rickman, though.

Doug Bradley is the only logical choice.
Like Split Lip said, Steve Blum doesn't really do a Shockwave voice. It sounds like a slimy, treacherous bastard, which is GREAT for Starscream (and I'm still debating whether or not it's better than Chris Latta's/Tom Kenny's "screechy" Screamer), but not Shockwave, who's more of an intellect relying on logic rather than emotion.
I hope they get another well-known actor to play the lead villain. Hugo Weaving as Megatron, Tony Todd as The Fallen, and for Shockwave, I hope they get Alan Rickman, David Warner, Gary Oldman, or *Ian McKellen.

Burton said David Warner was being considered, makes sense since he inspired the voice. As I write this, Time Bandits is on TV, and Warner's deliciously evil as Evil.
Corey Burton was THE Shockwave for me. If its not Burton then I don't care.
They may as well get Welker doing his G1 Wheelie voice for Shockwave for the amount of impact the voice will have on me.
I'm assuming Nimoy didn't take a Paycut and since Bay makes a point of keeping costs DOWN, i'm guessing Shockwave will be voiced by nobody in particular.
Plus i'm not sure how well Warner's voice has aged.
