Toughie... Welker, Kaye, Weaving, and Burton did a pretty good job voicing Megatron.
Don't know Daniel Riordan... which Megatron did he voice?
Megatron in Transformers Robots in Disguise.
Welker. I grew up with G1, so that's what Megatron should sound like to me.
Very tough question. I'm not familiar with R.i.D., but the other four actors did (or are doing) and excellent job with their portrayals. I'd have to give it to David Kaye for right now, although Corey Burton is a very close second. Welker's performance doesn't impress me that much and Weaving, while good, didn't have enough lines to really define his version of the character.

Wow, an actual tough poll to answer. I almost wish there was a Kaye and Welker combined answer.... As such, I had to side with Welker Megs, but purely on shameless nostalgia, because DAMN Kaye kicked some ass.
edit: oh and I have no problem adding Weaving to it if ROTF has some badass dialogue.... Because the line "Join them in Extinction" definitely sends a shiver up my spine. Weaving is NOT a bad Megatron at all.
As much as I love Welker to bits (both in this role, and as a person, the man is a real pleasure to speak to) I do have to go for David Kaye. His Megatron was just.....epic..
Corey Burton, with Hugo Weaving in a close second. The "You couldn't lead a parade" line was PERFECT.

David Kaye got my vote. I love BW/BM Megatron. My second place was Hugo Weaving, I love movie Megatron's voice.
He's the best actor that did Megatron there is!

Kaye, Welker, AND Burton set my heart a flutter.
Weaving was so heavily edited, it may as well have been anyone.
As for the RiD voice...it just isn't memorable
Frank Welker and David Kaye were excellent voice actors for Megatron.
David Kaye has the sexiest voice out of all of them, so he gets my vote!
Okay, I ended up voting for David Kaye. After that, Frank Welker ranks second (for G1 nostalgic-ness), and Hugo Weaving and Corey Burton tie for third place.

I grew up with Welker, but Kaye gave Megatron more life and personality than any other Megatron.
Frank is Great as Megatron.
