Soundwave faltered in the very end so......
Shockwave. Soundwave didn't stop Starscream when he threw Megsy out in the movie, and vied for Decepticon leadership, whilst Shockwave I feel wouldn't have done so in the same situation.
Shockwave wanted leadership for himself. So easily Soundwave.
You talk to the cartoon right? When did he falter?
You should have differentiated between the G1 comic book in the G1 cartoon, because the Shockwave is very different and those two different mediums
In the cartoon shockwave did everything megatron told him.
Soundwave voted to throw megatron out then wanted to be leader.
He didn't care at all and didn't stop starscream.
It's shockwave in the cartoon.
In the comics soundwave wins but still looks out for himself first.
Shockwave called Megatron everyday for FOUR MILLION YEARS.
Shockwave also refused to believe Megatron was dead when Starscream declared himself leader.
In the G1 cartoon, it's definitely Shockwave.

I say that was a bit debatable
1) yes he voted to throw out the sick and damaged but he may not have thought that Starscream would've been able to convince everybody to dump Megatron is well
Still wanting to be the new leader it could be just that he thought he was better than the other options
Bolded to remind you for whome we are talking about. There is 0 chance Soundwave didnt think of that. And even if we accept that he somehow didnt he saw him carrying him, and as Megatron said: He was still functioning. Soundwave just showed his true colours in that little instant.
Shockwave easily in the cartoon, Soundwave less easily in the comics.
Shockwave, just for calling Megatron every day for millions of years.
I normally to used the "Soundwave Superior" joke, but since Soundwave's loyal is one thing other than of how he is more superior to be honor of Megatron in know he might regret other things in Megatron's regain, Shockwave is also loyal, too and his loyal is come from his true master, logic.

Marvel Comic Shockwave took over the Decepticons by issue 5 and ran the 'cons for a while, including Megatron as a subordinate. Then led a faction of Decepticons.
Profile Soundwave is a sycophant, willing to suck up to whomever is in charge, so long as he can maintain a position of importance.
Soundwave in the Marvel comics was just as self-serving as Starscream and Shockwave, only he did so with much more subtlety and manipulation.
Pretty much lol.
Soundwave really wasn't all that loyal.
Remember that episode, Masquerade, after the Autobots showed up at the end? After Menasor took off, Starscream and Soundwave took off and abandoned Megatron.
In the episode Starscream's Brigade, Starscream shot Megatron in the back and Soundwave just stood there and watched.
Even in the comics, Soundwave would side with Shockwave against Megatron.
Cartoon Shockwave, on the other hand, was always very loyal to Megatron. He ruled Cybertron for 4 million years, and didn't flinch to hand over control to Megatron when Megatron resurfaced.
I guess I can see why you would say that even if I don't fully agree
Soundwave's loyalty persists through death while Shockwave paints himself green and disappears after FFOD.
Can't speak on the comics.
