Apart from the stupidity that would be Unicron and the stupidity of bringing back clearly deceased Decepticons from Dark of the Moon, which higher ranking Decepticon(s) is/are left to pose a threat as main villains for potential additions to the movieverse trilogy? Are there any that could stand alone as real contenders for bad-ass villians, or do you think (as I do) there needs to be a partnership of two or three main Decepticons as new head figures in TF4 and beyond?
Overlord, Lord Straxus, Ratbat, Jhiaxus, Nemesis Prime [First one to mention Scourge gets in the face], Galvatron, The Swarm (G2) and a revived-Shockwave could all pose threat alone. We still have plenty of villains to use, and what's better: Less-known villains.
It could be a revived Shockwave, as we aren't certain he died yet. Anything but another evil Prime, lets move on from that recycled concept.
I was always under the impression that they were the same character. What's the difference between Scourge and Nemesis Prime? Also, wouldn't Galvatron require the introduction of Unicron? *Shakes fist at planet sized Transformer*
Starscream and Shockwave died right? Uh...Soundwave still running around somewhere? If not then we could bring in some lesser known generals and minions such as Strika, Lugnut, and a few seekers. Maybe have them hire Lockdown and Swindle to help avenge Megatron's death.

Over- who? Scourge might be a very good adversary to Optimus- a spark that generated a dark, evil clone of Optuimus' capabilities and strengths. However, DOTM already showed that Unicron next to Earth would look awesome and not like the evil cloud from F4.
Whoops, forgot about that. Okay and Shockwave is pretty much dead...damn. Those four have always been the big cons, aside from Scorponok who's dead and may or may not have been intelligent to begin with. Like I said: Lugnut and Strika are in charge, a few seekers and some generic constructicons for troops, Lockdown and Swindle are hired guns. That's really all I can see them doing outside of one or two more named characters. I've heard of him but I think his backstory is too similar to The Fallen's for it to work.
Igor's a head. Can't really make an intimidating villain out of a head. Unless it's Animated Megatron.
