To me in G1 the Smartest Decepticons are:
Going by tech specs...
Megatron and Shockwave are equally smart, Soundwave is just a bit less intelligent, and Starscream is less intelligent than him by a wider margin.
You forgot Hook, who has an intelligence of 9 (equal to Soundwave), and Bombshell, who is as smart as Starscream (int 7).
Id say Shockwave really has the edge against Megatron and Soundwave is just a little smarter than megatron.
I'd add Onslaught to the list, since he comes up with some pretty good battle plans. He just doesn't adapt to on-the-fly stratagem changes all that well.
Are you accounting for the fact the tech specs for the Seekers were put with the wrong ones? I'm pretty sure Screamer had Skywarp's stats.
I can't decided who's smarter Megatron or Soundwave.
To me they're almost equal in some ways.
I know its hard to decide but i have to give Soundwave a slight edge.
Considering the words "In the cartoon" is part of the question....
I'd probably start with Megatron and Soundwave. I'll give a nod to a couple Constructicons too (probably Scrapper and Hook) for their capacity to design and build pretty much any large-scale thing in record time.
I'm saying as it was released. But going by Skywarp's stats, Starscream would be as intelligent as Hook and Soundwave, but less intelligent than Megatron and Shockwave.
Yeah... the Decepticons have a LOT of smart guys. The Insecticons (if you count the Deluxes) and the Combaticons, for example are the smartest sub-group in Transformers (and that's with Brawl's 2 dragging down their average even!) Of course, I'm sure that the Intelligence score takes different kinds of intelligence into account. Razorclaw may be a keen tactician, but he probably doesn't have the same technical or scientific knowledge of Soundwave or Shockwave. I find people often forget a lot of characters when they think about this stuff. Kickback is supposed to be a master manipulator, Ravage is a saboteur and stealth expert, etc...
Here are the top guys (by the Specs) from just the first 3 years:
You shouldn't refer to tfu.info for stats (I'm assuming you did)... they make some questionable readings of the Tech Specs (Bombshell for example, is a pretty solid 8 or just shy of it). Better to go to Botch's site and see the real things. And of course, you forgot to account for the ol' Seeker Swap, which rotated all 3 Seekers. Starsceam's a 9. Thundercracker's the 7. Skywarp's the 5.

In that case, I'd put my top list somewhere around here:
-Starscream (despite his persistent lack of tact and subtlety, he is pretty intelligent. He built Bruticus out of scrap. )
-Hook and Scrapper (who actually build shit. Who else does that?)
-Soundwave (who also occasionally builds shit... did he build the Spacebridge?)
-Megatron (I assume he's smart, but when has he actually demonstrated this?)
-Shockwave (I'm not even sure. What the hell does he even do? Turn knobs on the Spacebridge? I'm not convinced.)
That's it for the cartoon list. The rest of the Decepticons are idiots, generally speaking.
Bombshell needs to be added.
I went by the resource section here. Where those numbers came from, dunno.
None. 80's cartoons villians are dumb.
But I guess i'd go with Scrapper, Bombshell, and Onslaught and mayve Shockwave.
Good question. Some of those old Techspec graphs are a bit vague, and don't always fall directly on a number Buzzsaw for example has 7.5 Intelligence... I guess? AndShockwave has 10.5, looking at the actual placement of the line. I have to wonder if any of those fractions were intentional, or whether Budiansky was just working with whole numbers, and the graphs went any old way
But I've noticed that at tfu.info (and maybe here too) whoever was reading the specs wasn't looking very carefully. I find there are often errors there.
For all it matters...
Starscream. He's right, all the time. He's Megatron's common sense, yanked out of his body and given a bitchy voice. If Megatron thinks a plan will excel, Starscream is there to voice his disapproval. And the plan fails. When Starscream warns Megatron not to pilfer a dead civilization's treasure, Megatron fails to heed it and brings home Cosmic Rust. Countless other examples exist, and if they don't show Starscream's intelligence, they at least show his incredible capacity to successfully second-guess Megatron.
If he wasn't such a sniveling coward with no leadership sense, he'd make a great Decepticon leader.
Skywarp's tech specs were swapped with Starscreams. Starscream's actual specs are...Strength 7, Intelligence 9, Speed 10, Endurance 7, Rank 9 (this one is the real tell,Skywarp obviously does not outrank Starscream) , Courage 9, Firepower and Skill of 8.
Your four; Shockwave, Soundwave, Megatron, Starscream. I agree with. thou i might not have put Megatron high in the list over all.
A couple people add Bombshell to there list...i'm not saying 'no' but i'm not convinced of that. I think he's just cruel and just happens to know how to attack the mind.
Scrapper at the top of my personal list, always seemed smart to me. What made him seem smarter; is how he never boasted or whined and was never tricked.
Laserbeak, best spy and seem to be the only one who can shoot things
Hook, Knowledge smart and highly skilled. In the cartoon at least i think he's on per with Shockwave
Astrotrain, Astrotrain got 2 or 3 moments to shine and he showed he wasn't just a thug
Motormaster, always hit me as a guy who always knew what was going on, but preferred to act reckless
Swindle, arms dealer....got to be smart somewhere. but G1 didn't really show that
Onslaught, 'Tactical genius' i think his own word
Cyclonus, always seems to know what's going on, who's who, and what the next step is.
Zarak, evil master mind, he converted a city into a transformer
