Commanders Megatron and Bulkhead are easily the best (mass) released so far.
As for Legions, Cliffjumper has the best articulation, and Arcee is fantastic in her own rights.

Optimus Prime, only because he's Optimus Prime.

Bulkhead, without a doubt. He's a fun figure.

I'd go with Bulkhead, Dreadwing, or Ironhide for Commanders, Cliffjumper for Legions.

    Dreadwing, Megatron, or Bulkhead.

I really like Arcee, Starscream, and the Vehicon too, but I dunno that they should be first picks.

I would rank them like this, with the top figures having highest priority:

    Bulkhead
    Starscream
    Megatron
    Dreadwing
    Optimus Prime
    Ironhide
    Vehicon
    Ratchet
    Bumblebee
    Breakdown
    Cliffjumper
    Arcee
    Evac

I think Bulkhead is the best one released to date. So I'd get it.

But I'd recommend picking up all of them, particularly the Legions, as you come across them. Because some of them are shortpacked and are going to be harder to find. Took me forever to find an Arcee and Ratchet after I foolishly passed on the first one I saw.

Vehicon in particular is hard to come across, which is ironic, because he's tied with Bumblebee, imo, as the least impressive of the entire line. But with people inexplicably wanting multiples of it, the Vehicon is going to be even harder to find. So if you see one and feel like you are ever going to want it, buy it on sight.

It's cheaper to army-build than the deluxe will be, and in much, much better supply. It was in wave one, and is also in wave two, so finding them isn't difficult.

Bulkhead first, he's the best Commander Class, he looks good and a lot of fun to transform. After that I suggest getting Cliffjumper or Evac, both are really good Legion Class figures.

Bulkhead. From what I've seen he looks amazing. Will probably buy it when I see him.

I got Evac as my first today, and he's pretty cool. I might try a few more Legions; because at 5 bucks I like how you can build a nice collection of them without spending too much. I also really want Commander Megatron at least, but I can't find the Cyberverse commanders anywhere except TRU, where they want $12 for them. At that price it kinda kills what I just said.

I can only comment on what I've got so far, and Megatron and Starscream are both great. Lillte Vihicon is adorable :D  (Voted for Starscream, first!)

I know I'm probably gonna get shot for saying this, but out of all the Prime Cyberverse stuff that's released, I think Bumblebee's my favorite. Like, I'm getting Dreadwing for sure later on, but that legends Bumblebee really does it for me. :)

why is bulkhead ranked so highly?

I like mine and have no regrets purchasing him and feel like he is a must have if you like these kind of toys...

but I'd rank my Optimus Prime over him. Optimus Prime has 2 weapons, better balance AND due to his transformation a mid torso joint which really helps to give him more dynamic poses.

Megatron is the best robot of them all. Vehicle mode is meh.

While I think the vehicle mode in-show is pretty good (I know a lot don't like it), unfortunately to get a screen accurate, or at least close to screen accurate robot mode, the vehicle mode looks like it's always going to suffer. But then again, maybe the guy that designed the PRID Vehicon can take a whack at it.
