Since Jolt wasn't in DOTM, where could he be the whole time?
I didn't even see his vehicle mode in the NEST base.

Yep, if you include the prequel stuff then Jolt is nothing but a sparking pile of dust.

Jolt was killed in the DOTM prequel comics, right?

Not that I've read any of them yet, but there was a brief scene in the DOTM adaptation comic where the remains of fallen Autobots -- including Jolt -- were in boxes with the names of each fallen Autobot at the old NEST base on Diego Garcia.

I wish he was given SOME sort of recognition, same with the Twins and the Bike Sisters. But if we go with IDW's stuff (which I do) then Jolt has joined the Matrix/Well of All Sparks.

Even tho Shockwave killed Jolt in the prequel comics (Rising Storm) you cant really count his COMIC death as (canon) because the Arcee triplets were said to still be alive in those comics and in the end Elita-1 died again and both Arcee and Chromia lived yet did we see them in the new movie? No... So if those characters were brought back in the comics and didnt make it into the movie, there is no real (canon) death for Jolt.

Then where was he/they the whole time in the third movie. And why were there comments in the movie mentioning only 9 Autobots?

You CAN count it as canon, it's really easy to explain that Arcee, Chromia, Mudflap and Skids went into space or something before the events of the movie take place.

If you treat the comics as canon, he's dead.
Hasbro's site states he's off on NEST missions.

I don't treat neither as canon, but it's not much of a stretch to think he died.
