Flea Markets, Mom and Pop used shops and used Book stores that sell games too. Older games can be had for cheap at the usuals like Gamestop.

    Sam's Club

You'll need a membership though, but it's worth it. Most games are like $10 off. I got Grandtheft Auto 4 for about $15 and SW: Forced Unleashed for $10!

Gamefly does a good sell every few months. Lots of good games for $10-$20. Sign up for thier newsletter and they'll send a partial list directly to your email.
