To answer the original question, it's currently not known. I would imagine it would be late fall or thereabouts, to catch the holiday season and maximise on sales, though we should find out a bit more at Botcon.
Probably not until all the "kinks" have been worked out...or at least I hope so anyways.
I loved the rumor last fall that Hasbro will release it before the Takara version.
I reckon we will get more info from either Botcon or SDCC.
Really a shame all the issues with MP09. I REALLY wanted the space Winnebago. But it seems like there were way too many problems with it. Guess I will have to settle for just Hot Rod and pray that some of the kinks are indeed worked out.
IMHO all the issues are way overblown.

I don't think there was a official press release. Just word of mouth. You know, the "He told me..." stuff from various toy fairs.

That's what I was thinking. With some Wal-Marts still having MP Skywarp on their shelves, and MP Grimlock almost impossible to find, at least in my area, i doubt that Hasbro will spend the money to import the mold here.
We're half way there!
I still haven't seen MP Starscream or MP Grimlock on the shelves. I don't think they were ever released in the U.S.
Is it bad for me to say I rather get Thundercracker to complete the seekers? Sure Hot Rod would be nice, but Thundercracker would be nicer.
