When do I file a claim against a bad seller?

    Early in August, I won an Ebay auction with a seller who has since acquired 22 negative feedbacks in the last month.

    My item was not received after one month has transpired. I opened a dispute one week ago on Paypal, and have approximately one more week to file a claim.

    Has anyone been through this process before? If so, what should I know beforehand before filing the claim? Does the Buyer Protection feature operate quickly in these cases?

    Ebay:
    file the claim now and it should move things along to get your money back as this person will be off ebay very soon. good luck.

    Thanks for the assistance, guys. I said in the dispute I'd escalate on the 9th if he failed to respond, so I'll do so.
