So we know that by Beast Wars era, there is a High Council. But before then, when the Autobots were still around, there may have also been a ruling body... at least a hierarchy deeper than "Optimus is the leader". So who would you see as being part of Optimus Prime's Autobot High Council? In my head-canon, Optimus Prime is the Supreme Commander, and he surrounds himself with other Commanders who each have two Lieutenant Commanders (who can advise and fill-in if needed), as well a large Transformer (combiner/bodyguard or transport) to accompany them to council meetings. I also have a Decepticon High Council to match this one, but I'll share that later. So who would YOU put on an Autobot High Council?
I see it differently, Optimus with only be an honorary member since he is the military leader the upper high Council will consist of three elders Xarron Alpha Trion Beta Prima (Female that helped A3)
I thought about adding Optimus Primal to the list, but he seemed like mid-level field commander, not a General or political leader like the others.
It's been a while since I update this thread, so here are my thoughts on the Decepticon High Council (along with two Lieutenants and a Combiner/Giant bodyguard for each Commander), matched up to their Autobot rivals. 10 Commanders on each side: Standing by for questions and/or suggestions.
Honestly, I think what the Autobots would find would be that the people who led them in war were/are not the best ones to lead them in peace. The priorities are different, and while legendary figures of the great war like Grimlock and Chromedome might be respected, even beloved, they might not be suited for creating and executing a vision of rebuilding their society. Rodimus may be a bit of an exception what with the touched by Primus thing, but still. You might find characters like Mainframe, Grapple, or even Skids OR EVEN Erector better suited to that role. Characters whose backgrounds may not have made them well suited to the battlefield, but who can now return to their callings.
In my silly little fanon, the pre-war Senate is overthrown by the Decepticons. The Autobots are the civilian resistance that rises after, but Senator Xaaron (one of two surviving Senators) ends up being a very important figure to them. After the war, Optimus Prime has left Cybertron, and Xaaron has retired. The Autobot Republic, then, holds elections to determine who will be the new leaders of Cybertron. I think the structure of the post-war government is different, but I'm not sure how yet. I also don't know anyone specifically who would be in charge.

Head of Autobot Intelligence Prowl Maximus Head of Science and Research Guild Perceptor Maximus Head of Civilian Guilds Emirate Xaaron
The Autobot council consists on several ranking officers Prime Strategist Officer Intelligence Officer Ground Assault Officer Air Assault Officer Medical Officer Engineering Officer Defense Officer Communications Officer Examples include Optimus, Prowl, Highbrow, Ironhide, Elita 1, Ratchet, Wheeljack, Trailbreaker, and Blaster. This is the starting lineup in the my TF story.
It really depends on the continuity, but I personally never felt like the Autobots ever had a formal council. When the Great War began, that's when designations of Autobots and Decepticons began. After the Great War, the designations ended and everyone became Cybertronians again. All along, the bot with the Matrix of Leadership was the Cybertronian in charge (or Cybertronian King, essentially).
