I think he considered him, Dutch, Wheelie, Brains, Bumblbee and Sam "Sector 8". That or he was just trying to sound important. That was the scene when they were talking to th Russians, wasn't it?

The staging of the dialogue in the comic adaptation strongly implies he's making it up on the spot to sound impressive. It as if he's saying "Yeah, I used to be with Sector 7, now I'm with Sector EIGHT. EIGHT, is like, ONE MORE than Seven. I am impressive."

Simmons was just being Simmons. There's no sector eight. Afterall we know he isn't employed by the government anymore, he makes his living off his autobiographies.

This. I know in the novel it's a little more obvious that he's making it up on the spot as well. He says something like, "Agent Seymour Simmons, Sector ... 8" and then quickly moves on.
