here is my vote.
Dead Space definitely has the scariest sound design and music I've heard in a while.
I vote for Silent Hill 2. Sound design, sound effects, and oh god the music. Most of it was fairly un-musical (but effective) clanging. More like sound effects that combine to make music (kind of like Joker's theme in The Dark Knight). However, some of the compositions (the opening theme, the music in the stairs-of-fire room, etc) are musical, melodic, and HAUNTING.
I haven't played any Silent Hills past SH3, but I've heard their musics. The Silent Hill series has some really bone-chilling music.
Also: Bioshock. I don't think I was ever scared during Bioshock, though. I remember being awed, nervous, anxious I was about to die, but never scared. There's a really great composition (well, they're all good) during a particular boss fight that I don't want to spoil. It involves an art gallery, and the music is piano similar to the Blue Danube, but a lot more evil.
The music for the Water Well and Shadow temple in LOZ OOT. Always scared me, the fact that they had that freaky mini-boss didn't help.
i would have to say the flood themed music from the halo trilogy, they always managed to send a shiver down my spine.
Ah. Yes. Nothing in Silent Hill or Bioshock is scarier than this.
Did you know Sonic Adventure (the first one, on Dreamcast) has no water? It's simply not possible to drown in that game. HOWEVER. There's a random part of the world map where there's no danger, just a lake sitting around for decoration.
I think I was Big (the cat guy who fishes), and I somehow led him into that lake (or whatever it was...gimme a break, it was 10 years ago). I guess the water went over his head, and I went to the bathroom.
The drowning music started playing and I almost had a heart attack. I SPRINTED to my Dreamcast and saved Big from the little lake. This taught me 2 things:
1. Sonic Adventure actually has the drowning theme.
2. The Genesis Sonic games (ESPECIALLY Sonic 2's Chemical Plant Zone) conditioned me, Pavlov-style, to FEAR that music.

actually, the Flood music in the Halo games gives me the freakin' chills, especially Halo 2
Id say Bioshock, Deadspace, Condemned and Silent Hill have some of the scarier music/sound effects Ive heard.
Man I can't tell you how much that used to scare me and my brothers. I think that wins for "music most likely to scar children".

Whoa shit!! After watching that vid ( The deadspace music one) im really curious.. Wtf is that game about?!?!?!?! oh and i have to say Luigis mansion XD it didnt scare me but scared the shit out of someone i knewXD Couldnt play with sound on
Really indept story, my favorite video game.
these motion prequel comics should do the job of storytelling. but watch out there is extreme language and gore.

Yeah man. I thought the Forest Temple theme was always unsettling... This game had amazing tracks, though IMO.

God when they showed it at the Dead Space panel at SDCC 08....was incredible.

creepy music with crazy zombie noises in the background. I've played plenty of horror games but this game will seriously give you nightmares. You can't kill them.... they go down for awhile but they get back up
^ siren does have freaky music. but the soundtrack in dead space is literally terrifying. bioshock is more creepy than scary. not sure of the difference.
