I don't watch many movies so I guess, Vader, Megatron, Dr. Evil, Broly, and Hades. Might as well add Scar and Sepiroth in there too.
Here are a few I haven't seen mentioned: Frank Miller (High Noon) Catherine Tramell (Basic Instinct...just the first one) Phyllis Dietrichson (Double Indemnity) Lars Thorwold (Rear Window...a bit bumbling, but the guy still chopped up his ill wife and nearly got away with it) The Thing from John Carpenter's The Thing The zombies from the 28 Weeks films (28 Days Later/28 Weeks Later) Senator Rourke (Sin City) Dr. Octopus (Spider-Man 2...maybe not a classical portrayal of a villain, but he still helped make that film so wonderful) Bonnie Parker and Clyde Barrow (Bonnie and Clyde...more antihero roles though, but they were bank robbers/killers/felons) Captain Frank Ramsey (Crimson Tide...even if the character's stance had certain principles and logic behind it) HAL9000 (2001) Reinhard Heydrich and Adolph Eichmann (Conspiracy, the HBO film about the Wannsee conference) Someone also mentioned Hans Landa from Inglorious Bastards; I just saw it yesterday and wholeheartedly agree - Christoph Waltz was amusingly creepy in that role. He really was amazing in that role.
5. The Terminators: Evil robots who'll stop at nothing, and every so often you get a good one which helps them just escape the evil robots cliche. 4. Pinhead: Eight movies and an upcoming reboot under his belt and he has at least a half and half average of winning in the end. Sure Freddy is more entertaining but Pinhead is just much more sinister. 3. Agent Smith: A single program that threatened to conquer the world by sheer force of will and his hatred for well...everything. 2. Dracula: Any of them. He makes any movie he's in more awesome. 1. KHAAAAAAAAAAAAAAAAN: 9 movies later and no one has managed to be as tenacious and outright vicious as this guy. Honorable mentions: Darth Vader: He'd have made the list if the prequels hadn't watered him down into a whiny emo boy. Nero: The only reason he didn't make the list is because Khan already established the standard for vengeful badass in Star Trek. Nero must have been reading Khan's notes. Freddy: His later movies watered him down a bit, but the guy gave millions of kids insomnia in the real world. Parents don't let your kids see his movies. Megatron: Awesome yes. His first appearance caused the Autobots to go into full retreat, and he killed Optimus Prime. But I don't count him as a full blown movie villain as Megatron is an established concept and has been for over twenty years before he became a movie villain. Jafar: He was a sneaky bastard, but a real villain wouldn't start singing, he'd just kill you. Jenner: (Secret of NIMH) While he was cool on screen, if you look at his master plan it was to stick his fingers in his ears and pretend people weren't coming to gas him. Though he never appears "on screen" in the book he was a lot smarter there, even providing plans for fighting NIMH, and was willing to kill humans to do it. Unicron: His only failing was ultimately being a fat joke on Orson Welles.
YESSS! He was the absolute first person that popped in my head. Kudos. Anyway, here's mine. In mostly no order, I guess: Char Aznable (Char's Counterattack) - bastard tried to drop a fricking huge asteroid on Earth just to prove a point. If not for his narcisistic ego he'd have succeeded, too! Clarence Boddicker (RoboCop) - the sheer brutality and evil sense of humour he conveys still scares the crap out of me. "Do you think you can fly, Bobby?" *shivers* T-1000 (T2) - not only is he a badass shapeshiting Terminator, but he also seems to get some sort of perverse pleasure out of inducing pain... Sarumon/The Eye (LOTR) - just the evil staring eye is enough to freak me out. Lex Luthor (Superman Returns) - so-so movie, at best. Kevin Spacey was awesome, though!

'They will die in seas of blood' The Cobra Kai as an ensemble. 'Mercy is for the weak! YES SENSAI!' George Foreman in When we were Kings. He's not a TRUE villain, but during that period, in his initial heavyweight championship title he was very very arrogant and in the film he's painted as the villain to Ali's comeback king.
