I find it extremely surprising there is not much complain about the lack of Cog in Titans Returns' Fortress Maximus. I am pretty sure if Hasbro did not include Scamper or Full-Tilt in Metroplex and Trypticon respectively, all hell will break loose.

He's kind of like the Slammer or Brunt for Fortress Maximus, not helped by the fact that the only characterization it has ever had being "Fortress Maximus' interactivity at a smaller size", essentially filling in the same space as Cerebros.

As Titans Return Fort Max is built now, there would be little interactivity for Cog/Gasket and Grommet anyways. There's no parking in the feet (they would have to remold this even more than they have) and the arm runways don't touch the ground (they would have to redo this with newly molded bits of runway). To facilitate included rolling vehicles, they'd have to spend more money, and I'm sure Cerebros, already being bigger than a deluxe and having electronics, was already one of the biggest factors as to the budgeting of the toy. Plus, Cerebros is already the plus-one, just with the catch that he's literally the head of things.

Of course, they decided the smaller guys were just as important, seeing as they dropped electronics to include Full-Tilt (although him being the dinosaur's chestplate may have something to do with that decision).

Coincidentally, Cerebros and Full-Tilt serve as integral parts of their respective release's appearance (head and chestplate, respectively). Meanwhile, Scamper doesn't. If they never included Scamper with Metroplex in the first place, for the very first Titan class release, I'm sure the most common response would be just some questions like if a third party company would make it, as happened with Slammer and Sixgun.

I'd like him, but there's so much other stuff TR Max needs that hasn't been done.

Third parties still need to make Cog, some non-shapeways ramps, and the double barreled gun. Then Fort Max will be almost perfect.

If you're not above repurposing for the role, then the Battle Tactics Bulkhead Commander Cyberverse figure makes a pretty good Cog stand-in.
Yes, he lacks the grey and doesn't split into two vehicles but he is dark blue with some similar design cues like a pair of wheels on his shoulders at around head height and, though they aren't cannon barrels, he has some vertical protrusions on top of his shoulder pads. Only problem I have with him is sadly he cannot fit in the chest or forearm compartments in vehicle mode as a deployable vehicle, though he's fine in either leg.

I'd still be up for a 'proper' Cog, even a 3P one.
Then this guy can be "Pulley"!

Cog's "thing" is that he's a Duo-bot. So to me, any Cog replacement needs to have that.

Can you show a picture or comment on how well the blue matches FortMax? Looks a bit lighter, but I might pick him up (not as Cog) as another FortMax defender

It's more of a greyish steel blue, which works for me as, to my eye, it looks like it could be blended by combining Max's blue with his dark grey.

Speaking of Full Tilt, I just realised he was the first breastmaster.

SND just hinted at a Cog release when they revealed their Fort Max sword add on.

I suggested to Iron Factory on their Facebook page about making a Cog almost a year ago. Nothing came of it, but I'd love to see them make a Cog since their Six-Gun and Slammer set were so good.

There was a third party Cog in the works. I'd pick up an articulated Cog, especially if each vehicle mode was legends sized and had the Titans return gimmick of seating a titanmaster.
