Walmart has Ultimate Optimus for 60.
Bumblebee is the most popular transformer, and despite what many people think, he sells. Stores have so many of him not because they're shelfwarming, but because he sells, and they want more.
It's a little late to release anything in the first wave of DOTM.
Retailers don't want movie toys anymore, hasbro cannot force them to buy movie toys.
Long haul had four toys in ROTF, so there's really no reason he should be in the DOTM line.

TRU was the only non-online store that wanted to carry them.

Toys R Us typically charges MSRP. Other stores charge less, because they order more, and can afford to lower prices.
They don't "overmake" Optimus Prime and Bumblebee, they are meeting retailer demand.

They could stick to the original line of Prime instead of redisigning them into shit, ala Cliffy and Bulkhead

None of this is really relevant for Hasbro's poor 4th quarter. Transformers actually did pretty well. Other segments caused that quarter's poor performance.
