Why do you think the Autobots at Sam's house is a waste? I thought it was a very humourous scene. And Jetfire as well, why do you think he was a waste? Just curious.
In order to be wasted, CGI would have to be quantifiable. There would have to be less CGI left for the world having used it. It can be pointless, or unnecessary, but it's not wasted.
I'd say... -the Constructiclones in the desert. I think one set of Constructicons turning into Devastator would have been fine. -the protoforms. -Sideways. -Alice? Not sure just yet about that. -Maybe the kitchenbots. If more time could have been devoted to other characters at the cost of those scenes (hell, cut the protoforms and beef up the Decepticons' individual power ) I wouldn't have lost sleep over it. I don't know if there's a scene I'd get rid of from the first one, considering how little screentime the TFs had overall.
It's not rocket science to figure out were talking about the allotted CGI rendered footage within a 2 hour movie. the movie has a which is limited budget to be spent on CGI, thus can be wasted.

I'd say the transformation of Alice. The scene just really didn't look very good and kind of felt too much like a liquid metal Terminator or something just not Transformers. Some sort of Beast Wars style transformation with more moving parts than just the skin might have worked. I sort of felt like Reedman was kind of a waste. He really didn't have any personality and the things he did would have looked cooler if Ravage did them. I mean come on you've got this robotic panther and instead of doing something cool you have a character you can't see in most of the shots and then who just drops out of the film all together. The twins faces. A brown paper bag with two holes cut out for the eyes would have looked better and the money could have been spent on cooler robots.
damn yeah. I would have loved to see longhaul,mixmaster and starscream fighting with ironhide sideswipe and the army..much more than random protoforms getting their heads rock em' sock em' robot style shot/sprung off..
The only wastes I saw were Devy's balls. Oh, and then The Fallen. Increased screentime and The Fallen would have been way better.
