I'm late to the party and couldn't find anything about this so I thought I'd ask. From early concept art and just the general look he remind me a lot of Bulkhead. Was that the original idea, but then when he was a lot my violent they decided to change the name? Anyone know anything about this?

No. It's pretty clear that they incorporated elements of Bulkhead into Hound. But it's Hound.

Exactly what Ephland said. And yeah, they just took large inspiration from Bulkhead.

It is reasonable to speculate that he probably was inspired by Bulkhead but changed the name to sound acceptable for Bay and filmmakers, or to slightly differentiate the character from Bulkhead. It is also worthy to note that there are some Animated and Prime influences in this movie. But who knows.

After seeing reviews of the toy and just the general look from artwork it just made me wonder. I mean if you take that beard off he would look the part a lot more.

What made me think it might have been a name change later in the process was when the realized he was going to be a little more gun happy that Bulkhead is a gentle giant and it wouldn't fit the character.

I'm excited either way about the character. Already is becoming my favorite character by the stuff we have seen and the toy alone.

Probably, until they realized this Bulkhead wasn't that cuddly.

Kind of like how Ironhide was in Prime till they realized he was too soft.

This. They more than likely took design inspiration from Bulkhead.

My feel for the character is that he seems be a bit of Hound for a military theme to his look, a touch of Bulkhead because someone on the production team seems to love Animated, maybe a touch of Kup since they put in the cigar, topped off with some of the special forces look to say he's not just your standard Autobot soldier.

As to the name I kind of wonder if that didn't have something to do with Hasbro. The name Bulkhead has been used a lot between Animated and Prime, but they had not dusted off the name Hound in a while so maybe it's something to do with using the name for copyright reasons.
