Probably a case of "military guy vs civvie" except the civvie knows WTF is going on. And if the Big Dude w/ the BFG outranks Epps (Tyrese) then Epps may have decided to sit back & watch the show

Looks like a AT-4 rocket launcher with optics. The spikes on the front are probably just for show, to make it more futuristic.

 

Seeing this video helps it to settle in that next summer is going to be GREAT!

Yea I think that would be an updated in movie version of AT-4. Probably going to shoot a decepticon with it

I think that big gun has something to do with the autobots possibly sharing their weapon intel. Even though prime did say it would bring more harm than good, but maybe he changed his mind
