They raise a good point. What order was Megatron trying to restore if the planet was already peaceful?
Megatron is trying to return Cybertron to its past glory, the golden age of Cybertron. I rather liked how Transformers Exodus portrayed this motive. The Cybertron in that book had degenerated from a star spanning empire to lone ridged and unchanging world where free thought was discouraged. Megatron wanted to return to a time when Cybertron was great and a bot was free to decide their own future. I don't know how this compares to the official canon but I love when villains are "good" guys.

The only thing I laughed at was the revelation it was 'written and performed' at the end. I could have excused it as ad-lib bantering, but it was apparently scripted!
