I’m having this same issue. Following for a bump and a fix for this!

 

It might be a figure issue. I pulled mine off Ordin and looked at him and the only way I could replicate the issue with the hip skirt was to tilt the hinged black piece for his monster transformation slightly. Everything else lined right up.

 

I figured it out, mine was misassembled. So you have the two black bar pieces that come out of the crotch that the legs screw into right? If you unscrew the legs from those, then flip the black bars 180 and screw the legs back in, that should fix it. The easiest way to tell if you're having the same problem I am is if the legs don't go straight out to the side, but instead stop at like 30-45 degrees.
