In the movie? I thought he was Primes size.

His size fluctuates from scene to scene and they use a lot of clever angles, but he's never taller than Optimus's chest.
Hmmm I need to see this next to Commander then. To see exactly where he sized up.
Lockdown transform into a car... He can't be bigger than a bot that transform into a truck... There is no significant "mass shift" in the movieverse, only the volume could change.
Except there totally is, and lockdown is the prime example of it.

To be precise, it is more like a mass distribution to achieve a bigger robot mode, just like how UT Peru Kill does it

Look, I don't disagree with your original point, lockdown is never taller than prime. However, there is definitely mass shifting in every form of the term used by TF fans, present in the bayverse. Notice how the full sized jet cockpit on starscream's chest is MUCH smaller than it should be, or how in AOE, prime obviousely shrinks as he transforms after dropping off cade and co at the abandoned gas station.
Mass shifting exists to an extent, but the characters are nearly always consistent. The only time lockdown appears anywhere near Primes size is when he's fighting him and the camera is close or on an angle, or Prime is laying down. Lovkdoqn is 20-24 ft, and no taller than that. This toy obviously demonstrates that a car not can achieve that size, because if he was a deluxe, his robot mode would stand at about chest height to Optimus, where he should. Putting him taller than 24 ft is purely headcannon. Or his headcannon if he's looking up
Not sure what volume shifting even means. We all know mass shifting is a thing in Transformers. It's just up to each person to decide if they want to justify it in their own way or just accept it as a cheat.
