Well if this Megatron's anything like he is in the show than Starscream might be in for more trouble than he thinks.
In Windows, you just have to right click on the image & go to Properties, then the Details Tab. Sometimes it's labled as Dimentions, others Width & Length; Vista shows both. You need 500 x 300 (width is usually first) for Sigs. In Vista, I can't recall about earlier versions, in the area at the bottom of the window where it shows file properties in My Computer, the Dimentions are shown as well. To get the right Dimentions in GIMP, you can set the dimentions before you start. Just start by creating a new Image, set the size, then Import (Open as New Layer) what you want & resize/ edit it as needed. You can resize an existing image's border by going to the Image Drop Down Menu, clicking Canvas Size, & adjusting the numbers. For file size, sometings (such as images I find online) display the size in bytes, instead of Kilobytes, so a bit of math is required: 1 Kb = 1,024 bytes, so 40 Kb = 40960 bytes. GIMP also does have a means to compress files; just read the Save Dialog box thoroughly. A few of the options will display a tip box if you hover the mouse over it (some, doesn't seem like all). You can check the Properties of an image online the same way, if you're using Windows. Not sure about other OSes. Starscream REALLY needs to make sure he knows exactly who is around him, & how loyal to him they are, before engaging his Vocal Modulator.
