Honestly, if it catches these people who drive using mobile phones, or who pull out when it is not their right of way, I'm all for it.

I am complete agreement with you. I did crossing guard work for a time and some of the crap i saw made me sick. Parents with there kids in the car talking on cell phones or swigging coffee as they drove. or both on several occasions, if it could stamp out such idiocy id be all for it.
Doesn't really affect me, since I don't have a car and, if all things work out, I never will. But I like the idea of a system like this to link a person's insurance rates to their own behavior, rewarding the good drivers and punishing the bad. Just as long as there's always some kind of policy available for people who don't want the monitoring and the insurance companies aren't allowed to make it mandatory for everyone. Since people are legally required to have insurance if they want to drive, but that shouldn't make people obligated to the monitoring as well.
That's an actual word?
