I think he got the Ratbat treatment: he was once a deadly Decepticon warrior, but Soundwave put him under his control by extracting his processor and implanting it in a bird.

It’s the only explanation that satisfies me as to how he is able to speak, apart from him being trained/programmed in speech or being a parrot.

Why would that cross your mind?

Oh, that was Aernaroth's idea from some time back.

He's still pretty deadly. Deadly as Ravage was, at least. And the fact he can talk is probably due to him needing to interact with humans, not his birdmode. There's plenty of humanoid Decepticons we don't see talking in english, but we don't have any reason to believe they can't or couldn't learn to.

But honestly I have no idea what you're trying to say here, OP. Which Ratbat had that going on?

That was IDW Ratbat, he was a senator before the war you know and Soundwave was his loyal servant but then Megs took away his power and had Soundwave turn on him. Ratbat is now Soundwave's minion.

Though Ratbat has since, sort of, regained his independance and is becoming very outspoken.

Even though he's still a little purple bat.

Because being non-humanoid means a robot can't speak. Even though that's been happening since 1984.

Pfft. Not like the first dialogue in Transformers history comes from a cassette Decepticon or anything.

Actually, I think it's actually less common for non-humanoids to NOT talk than it is for them to be capable of banter.

You mean you have trouble wrapping your mind around the fact that a bird-like robot that can transform into pretty much anything his size, can speak, too?

    *mind blown*

Wasnt it said he developed the speech overtime? Perhaps laserbeaks a part of cybertronian wildlife that soundwave captured and trained?
