Every Transformer needs one. Without a head, a Transformer is no better than kitbash fodder. And likewise, every head needs to be hidden for alt mode, and brought out during transformation, whether it be a button-push, a simple flip, or a pull. And as always, there are duds.

TL;DR: No head = No Transformer

So what are the Transformers that have the worst head reveals?

I nominate Energon Prowl, simply because his head doesn't have any set position to be in while the figure is in alt mode.

G1 Seekers and Classics mold coneheads. With most figures there is at least some way to kind of hide the face even if it is pathetic (Energon Ironhide, Movie 1 Starscream, ROTF Deluxe Ravage).

 

G1 Blurr. I always disliked his face peeking out in alt mode. It just seemed half-assed the way that gap in the body was not closed.

Probably Galaxy Force/Cybertron Leader Prime. The top of the head is just visible and all you need to do is pull up on a tab and, BAM!, there's his head.

 

Just because you fold two flaps forward does not a head become hidden.
