/disclaimer: this post contains personal opinions that everyone may not agree with I don't know for sure really, it sure brings out some firey discussion on the various boards. For the human indictees it is to honor their contributions to the franchise of course, as for the robit inductees as last year proved things are highly unpredictable with the voting in the end. There is also a snazzy dinner party type deal at Botcon for the event as well. There is all kinda threads and debates from last year you can review to get a better picture. All I know is that the decree was made from on high last year we are only to vote for top selling characters now so I don't much care about it anymore.
Whoever gets inducted will get reissues and new molds of their toys released. Anyone who is nominated but loses, Hasbro will go door-to-door and round up all their toys from their owners and bury them in a landfill next to all the Atari E.T. cartridges.

I don't really see the point aside from a couple of cases at botcon, the dinner party, and a little title saying "transformers hall of famer" but what does that even mean?
It's a popularity contest for fictional robots that let's Hasbro drum up a promotional drive at very little cost while at the same time easily and efficiently determining which obscure characters collectors can be whipped up into a frenzy over. A RED frenzy. It's a neat little exercise, but not one worth taking seriously, frankly.
Well the man himself you just mentioned made the decree, so I am sure the next step would be they take the fan vote away. However the rest of that particular stream of conversation tends to get heated so probably best to leave it at that.
Its a chance to put characters who may not get the attention they deserve into the limelight, and recognize their unique and often groundbreaking contributions to the history of the franchise. Minerva 2012
The point of the Hall of Fame is to put characters which really left an impact on fans in the spotlight. Unfortunately, some people think of it as a way to punk Hasbro by pimping "random minor character with a stupid name".

(so with the magic of a little thread crossover magic here.. Cue magic light show) Hey I know a way we can use the hall of fame to solve a decades long issue in the fandom!! we can put an end to the mcribfirir thing! We nominate say.. Rumble specifically and only Rumble and do whatever it takes to see that he wins, then come Botcon when they make the presentation video and voting pictures they will be forced to confront that issue head on and finally put it to rest!! We could actually get something useful out of that sham they call a hall of fame!!
This is brilliant, but arguing over whether he's red or blue means he'll never get the support enough to win.
