What was the point of them? Would've been much cooler if they just reused the Constructicons over. After all, they already showed they were more like mass-produced drones.

What was the point of them? To die in droves, thus making the military and their Autobot sidekicks look like badasses.

They are much simpler to model, and have a "Mook" appearence [i.e they look cool but not cool enough for people to want them as separate characters].

Every "evil army" of movies has a horde of generic mooks [The Stormtroopers, for instance], they look mildly cool but they're not individuals so we can not give a damn when they get sliced in half.

The 'Cons needed an army in DOTM to make them powerful, so they used these guys to make it easier.

The generic Decepticons should've all been created with big targets painted on them to denote their cannon fodder staus.
Actually, the main Decepticons should've too considering.

Because designing entirely new decepticon designs just to be cannon fodder is a waste and its better to have an army of genericons then to waste good designs like what happened with Jolt.

The point of them is that even creative people can get lazy some times. It takes work to make the villains in something individual characters and to make them stand out so come up with a generic look and a generic personality to fill up the ranks.

While it's been around for a very long time somehow Hollywood lately has found a way to really go above and beyond when it comes to making generics boring. Star Wars Storm Troopers kind of interesting, but Star Wars Droid Troopers are as dull as movie dull gets.
