basically ive been using Games Workshop paints and afew other types of paints off ebay to do customs but ive found everytime i use a WHITE spray or paint...it looks more like glue has been smerd all over the figure instead of white paint

basically what im asking is whats the BEST type of white spray paint i can use that WONT chip but look like its MENT to be on the figure and not like the figure is covered in glue

I can recommend Humbrol aerosol, it covers anything with just one or two coats (something white is notorious for not doing well), dries quickly, and the results look quite convincing. Easy to pick up at any model/craft shop.

    Ebay:
THE MAIN REASON is probably because you did not spray a neutral PRIMER
on the COLOURED surface, before painting it white!

Tamiya's fine primers are VERY nice. Worth the money.

i always use a primer but no matter how hard i try the white paint ALWAYS just ends up looking shit.

ive heard there are some white sprays you can use WITHOUT having to use a primer that work perfectly and dont scratch...sadly i just dunno what that is

    Ebay:
There is a possibility that the primer coat isn't enough.
Are you still able to see the base colour after coating
    with primer?
If yes, you may have to have to apply several layers or primer.
allow it to dry completely then apply another layer of primer.
if the white still ends up looking like glue despite all the precautions,
it could very well be a paint compatibility issue with the primer layer
or the quality of the paint batch was screwy from the manufacturer's end.
