Who says there IS a purpose? It could just be a continuity thing. Like the things in Batman's cave. He doesn't really make use of that giant coin from that one time he and two-face fought but it's always there as a reminded.

There's a lot of things I don't like in cartoons but continuity nods is hardly one of them.
