I would imagine the opposite. It's right before the deadline to get the free figure. This is a nice, convenient, easy way to draw in some more views. If anything, it would be a bad move if they put this up after the figure deadline.

I mean they put every issue together electronically as it is. I wouldn't be surprised if we saw an issue posted in March every year.

 

I won't swear to when these have been posted, but this is the third time they've publicly posted a PDF of an old issue (I think the others were even more "old" by the time of the posting, in fact).
