I'm all but certain it's just a terrible pun, or considering the overalll sentence, maybe some translation flaw? It reads really awkwardly and is just a very... odd statement.

Also, is this what Optimus thinks about? How come he imagines Soundwave and Starscream as line art drawing but everyone else is fully rendered to him?

 

My guess is the fully rendered images of Soundwave and Starscream weren't ready at the time of this ad's creation. I've also seen some other promo material with the same thing going on, and the images from the official website also originally had Starscream and Soundwave 'unrendered', along with Prime's altmode - they were changed later on.

 

I folded it in photoshop. Awesome!

Though why they think they can use 2D art of some bots mixed with 3D renders...

I would inmagine they were probably rushing the ad campaign. Wish kinda sucks, cause that actually doesn't speak well for the show, even though the show actually does look pretty good for a what is going to be a weekly GCI cartoon.
