Most speculation doesn't peg it on a financial/ratings issue, but more one where a whole bunch of different factors came together (Hasbro's TV deal, Revenge of the Fallen, etc.) and rendered a continuation nonviable.
The series is over. Never mind the reason, it is finished. Ravage is not one of the remaining toys, unless we get a random repaint as Ravage. But that is highly unlikely.
