At first, I knew Starscream said something, but I couldn't make it out.
It was then pointed out, he may of said "It has begun."
As in the Invasion has begun, because that's when the Autobots were "killed".

No idea what he said, but that's a pretty badass pic of him.

I thought he was saying something in Cybertronian because his voice wasn't that typical "high-pitch English speaking" voice... rather it was a low-pitch growl that kind of matched his voice in the first live-action movie where he was speaking in Cybertronian.

Yeah, but the "Cybertronian" is typically just heavily-processed English saying things that actually fit the scene.

So great thread idea! I've been trying to get to the bottom of this one for a while now.

Going off the suggestions already put forth, I tend to hear pieces of both after checking.

Maybe something like, "The time has begun"...?

    It's Cybertronian.

To me it always sounded like he was mimicking the G1 Transformation sound.

It's just stocked Starscream Cybertronian from the first film, when he attacks Hoover Dam.

If it is some sort of English, I'd have to listen closely to the scene, but I always thought it was some Cybertronian phrase/sentence - like another has said on here, his voice was deeper than how he sounds speaking English in the sequels.

Yeah, it's not strictly English like most of their dialogue, but rather that weird form of pidgin-English spoken through the peculiar filter of Cybertronian dialects, lol.

It's like when Rampage chokes out "S-am Wi-twi-cky" or Soundwave's garbled "Driller-bot is thirsty" line, that's all.

Not exactly, but pretty darn close, I think. It's definitely a similar sound, but I believe that they edited it. Sort of like how the various dinosaur roars in JP can be/sometimes are simply slight alterations of other dinosaur roars that they made. You know, a roster of "Decepticon sounds" or "Starscream noises" that the sound editors/mixers would have.

It's pretty cool how his Cybertronian voice is so contrasted against English. It's deeper, mechanical, more intimidating. I quite like it :D

I think he said something like: "Time to die." or something similar to that.

To me it always sounded kinda like "Target sighted", but with one extra syllable.

Honestly, whenever I hear that, I flashback to Finding Nemo.

    "Ha-hoo-wah-hee-ha-ho-ho-ho"
