It's called a vocoder; If i recall correctly Frank Welker used to do his Doctor Claw voice, and then it was put through the vocoder. A lot of audio editing programs have vocoders included in them.

The process was called "flanging". They recorded Welker's voice, and then saved it in another channel. They modified this channel to make sound robotic. This method was used for all characters, but in Soundwave, I think they replaced the channel with Welker's voice with a copy of the modifed channel, and edited again.

*looks around, gets ready to tell a secret*

When I was a young'un and Soundwave first came out, I used to talk through a harmonica in order to replicate his voice. :)

Adobe Audition can be used to flanger your voice. However I still havent found a specific one that matches Soundwave, even using Dr.Claws voice.
However it also does pitch bending and sound recording, plus other various things that can be done to music and your voice. I love it!

Well, holy crap. Had a harmonica lying around, and decided to try it out, and it actually sounds pretty decent. just have to stick to the low notes, and blow out more when you speak.

    pretty ingenious of you, man.

Thanks - but chalk it up to the ingeniousness of a 14-year old back in 1985. :)  Nowadays with all that fancy technology these kids have, it's just crazy old-school stuff.

Now get off my lawn! ;)

If anyone wants to host a 400kb mp3 file, or point me to t a quick place to host it, I'll post a modern version of Soundwave's voice using vocoders and reverb. No flange on his voice needed.

I could possibly host it on my Freewebs site. Not sure of how much space I have left though, but it should be enough :)
