His bio is a generic mish-mash of all sorts of Soundwaves, apparently. Hence the ROTF "too many sonic booms" thing.
As far as Hasbro are concerned, when they say a name, they mean that trademarked brand name and not any specific continuity or character, which could explain why the new 2010 "Transformers" line has characters from all sorts of unspecified continuities in the same line as ROTF toys.

As for the bio, I did have to have myself a massive cup of WTF with two sugars - since when have Rumble, Frenzy et al been Mini-cons?!? Bad enough they were lumbered with the colossally daft moniker of Deployers beforehand... :/
EDIT: Just read Fit for Natalie's post, which pretty much sums it up. Although it does conjure up the image of Brian Goldner standing there squashing together a mess of what looks like Play-doh, whilst hollering "Continuities? Pah!"
That's pretty much what I took the bio as, also. It's a nice amalgamation of Soundwave characteristics, summed up nicely for an all-ages-oriented Hall of Fame bio.
...and tapes as "deployers" or minicons? Sure, why not. Call them whatever you want.
