Nope, it's genetic in the first link. Colloidal silver in the 2nd link means that they weren't always blue (and indeed, requires chronic use of the compound), whereas people born with the genetic disorder methemoglobinemia have blue skin essentially from birth. Maybe the smurfs have a genetic condition AND smurfberries are high in colloidal silver? Poor nutrition due to exclusive consumption of smurfberries could explain their stunted growth.
Also interesting, the term blue-blooded is thought to stem from the idea that the blue veins in nobility would be more visible than in the skin of the peasantry. This could be because they didn't work in the fields, but also due to a high prevalence of hemophilia (as much of the european nobility inbred like hell), and hemophilacs would likely lead somewhat sheltered lives. Methemoglobinemia is also a product of inbreeding, though the root family it stems back to in the OP's story has spread out to such a degree that distant relatives may not even be aware that they're carrying the gene that causes the blue skin, and can pass it along to their offspring.

My wife has that stuff that makes toilet water blue. Everytime I flush I yell for the kids and tell them I accidentally sat on a smurf and squirted it's blood out.
