You are assuming they are actually separate people/entities. There's a bit of ambiguity shown in the final episode as to whether Leland as met in the Black Lodge maybe actually IS culpable for his actions. And don't forget in the movie, when one-armed Mike pulls up next to Leland and Laura in their car, and Leland tries to drown out the sound of his voice by honking his horn, what Mike is saying is,

"It's Bob."

The thing about the movie is that it shows Leland having very human reasons for murdering Teresa Banks, because he needed to protect himself from her attempt to blackmail her, completely aside from whatever Bob and Mike are, if they actually affect or control anything. That and the idea that

maybe Leland is just an incestuous child-molesting rapist

is actually kind of more scary than the idea of

some evil spirit possessing someone.

Anyway, all that is to say that maybe

both Coopers are Cooper, and they represent a struggle in his own mind, rather than two separate entities

. It's the kind of ambiguity Lynch is famous for, and I kind of hope he doesn't decide to start holding the audience's hand now.

 

...As I understood it with Lords at the Black Lodge that took center stage on the show (Mike & Bob) (and the rest of the host in Fire Walk With Me) that they are entities that represent the darker parts of our subconscious. Because by it being this otherworldly being cloaked in the shape of a man it shields you from the reality of who it really is that committed the crime and how it eventually destroys that person.

Well damn it looks like the original returning cast is largely intact so as it stands right now their are only 5 no shows because they're either dead or retired.
