So, call me crazy on this. But I just get this feeling that the separate heads on the instructions for Generations are more of a fan nod, or are unused ideas rather then actual plans for the future, yes I know that Skullgrin was made, but at the same time, maybe they had to pick a Transformer out of a hat and said, "Oh.. ok, lets mass produce this figure".

So, has anybody else have the same speculation?

Hasbro admitted (I believe it was during the last Q&A) that they put the alternate head designs in the instructions as an easter egg to show us what the planned remold of the figure will be. There's no conspiracy... however plans do change.

This. Hasbro said they put the remolds in the instructions to show us what is to come in the future. They said that during a Toy Fair interview.

Vortex is the repaint of Tomahawk I think. He'll be in the DOTM line.

Off topic I know, but as a big Combaticon fan I am curious.
What toys do you use as the rest of the Combaticons?
Universe Onslaught I guess. But Swindle and Brawl?

    Universe Onslaught
    Movie 1 Leader Brawl
    Animated Swindle

and for the hell of it, I threw Hailstorm in there as well.

In contrast and furthering the off-topic discussion:
    my stunticons
    Motormaster - SDCC Nemesis Prime
Drag Strip - Universe Drag Strip
    Breakdown - ROTF Scout Brakedown
Dead End - ROTF Deluxe Dead End
Wildrider - Battle In Space Rodimus (decided to play on both Rodimus' body, and switch the black/red car mode with DE)
Oil Slick - Animated Oil Slick (just felt he fit in)

Its can also happen because Instructions may be done ahead of a moulds running change, as happened with Energon Prowl whose head in the manual bore very little resemblance to the toy...

There are quite a few examples at this point of Hasbro following through, not just Skullgrin.

    Lockdown predicted Axor
    Bumblebee predicted Cliffjumper
Tomahawk predicted Takara Movie 3 Vortex

Pretty sure that they are designing many molds to have two heads now, and as a couple people mentioned it has been acknowledged in interviews.

That doesn't necessarily mean we'll see all of them, but it means when there are the appropriate spots to fill in an assortment they'll start firing away. The design and possibly even the tooling investment is already made.

I'm pretty sure Hasbro said at last year's Botcon that the plan from now is for the budget for almost every new figure to include a 2nd head (and other parts, like Axor's hand or Wheeljack's remolded bits). I'm also pretty sure that these parts have to be gang-molded, which means they're made everytime Hasbro produces a figure, regardless of which parts get used. The method of using the instructions to show us the 2nd figure instead of the 1st is just a nice way of letting us know what those included parts will be, assuming they ever see release.

    Exactly.

Hasbro does this on purpose to hint at what's coming.

Hasbro has already told us about this. They put them in as a nod to their fan base, because kids really won't care either way. The remolds are meant to come out later on, as they're planning to carry Generations through the movie line and on past 2011.

Hasbro knows that when a new TF movie line comes out, retailers go nuts over movie toys and only movie toys. As such, it looks like Generations is going on hiatus for the launch of the DOTM line. It will be back, either under the same name or under a different name, later this year. I fully expect to see new Classics Series toys (in particular the retools we've already seen via the instruction sheets) at BotCon despite a strong focus on DOTM stuff.
