how in the world did megatron and sentinel get ontop of that building?
Uh, they climbed?
Kind of an easy question.

The Decepticons had a good number of aerial fighters. I wouldn't be surprised if one had slipped into the city in advance of the main attack to drop Sentinel and Megatron into a vantage point to watch/command from.
Maybe they climbed up the side the camera didn't show?
Also when they walked around they didn't take huge chunks out, so maybe they climbed without wrecking it?

Did you forget that the Decepticons had a whole fleet of spaceships including the mothership?

Well, they were on the building before the ships got to Chicago.

btw, I was reminded of a scene in ROTF where Megatron met Starscream who just elegantly landed on top of the skyscraper. The surface of what seems like a helipad never shown any cracklines whatsoever,considering the pressure both of them /their feet inflicted during that meetup.
They took the stairs.
Since the Driller took them everywhere, it even took them to the top of the building while they sat comfortably inside the Driller's guest pod.
They took shrooms and all of a sudden they it felt like the world was on their feet
THIS. I can see Sentinel opting for his own "personal" lift from an aircraft up to the roof, afterall, why would he lower himself to climbing up it with his bare hands like a common animal. He has some respect.
Well, I mean it is a helipad. It's meant for large aircraft to land on it constantly (granted, not with giant treaded-feet mind you). It would make sense that it can take some beating without cracking like a cookie. But it would've been cool to see even a little bit of damage. Remember the steps at the Lincoln Memorial in DotM? Crumbling like crackers under Megatron and Starscream. The helipad's probably made of... ...sterner stuff. YEEEAAAHHHHHHH!!!!!
Wrong, in the Washington scene several deception ships flew threw the spacebridgetechnology
Starscream gave them a lift?
And I don't think a Decepticon ship could've gotten them up there. Remember, Megatron was casually cruising through the streets before he got up there.
