Why can't Hasbro just place security stickers on their factory produce
so that people will know if the figure has been tampered in the store?
Won't that solve the stupid problem of
people swapping toys, stealing parts and other nonsense?

Your argument hinges on the fact that the customer service rep gives two craps about the condition of the box and won't just throw it back onto the shelves without thinking :)

Because that would be an added expense. As such, something else would have to suffer (plastic quality, pricing, engineering, etc.).

Figure swapping is none of Hasbro's business. It's the retailers' problem.

And either way, a $45 Leader that most stores (that I've seen) order way too many of is completely different from a couple hundred dollar camera or laptop.
