Prooooobably because there was no "Classics" line by the time the toy came out, and Hasbro doesn't create a new line (and packaging design) simply because one single toy may be considered to fit a certain aesthetic.

    1) Alt mode isn't definitively Lamborghini like.
    2) Toy doesn't transform like Breakdown

    On the other hand.

    1) It's white with some blue, and a head that looks vaguely like like Breakdown's.

    Does that make it Breakdown?

Perhaps the answer to your question is:
That its' not particularly suitable for Classics, you're seeing what you want to see, and that Hasbro are deliberately throwing in these vague references to older characters in order to get people interested in sub-lines they may never have gone near otherwise.

    No.

Universe had ended long before he came out, and didn't feature a Scout Class assortment.

Generations came later and only has a Deluxe assortment.

While he can fit in with Classics, he was clearly designed with the movie aesthetic in mind.

This. I thought he was pretty over-rated when he came out. The figure isn't very fun, people just bought it because they were desperate for a Stunticon. I bought the Oil Pan recolor cos I thought it looked better, but it doesn't do much.

Oil Pan makes more sense for that character.

I love that Breakdown looks well whether with Classics or Movie figures like Scout Arcee and the Bludgeon repaint of Wreckage.

I got him at Auto Assembly having wanted him for a while and I'm glad to say he didn't disappoint me. I will admit Oilpan hasn't endeared himself to me the same way. There's just too much of that terrible orange. Red may have been better or maybe a homage of some of the other Lambos. I'd like an RID REV or even G1 Wildrider from this mold.

That was the other reason I bought him. Universe Countdown needed a comically undersized adversary :)
