Looks like a Super Deformed VF-1S Roy Focker.

Not sure how much one is worth these days.

Is that the one they used to call the "Joke Machine"? A little super-deformed Skull Valk, about 3 or 4 inches high?

They've reissued those via harmony gold, bandai, etc. I've no idea what it's worth, but probably not as much as it used to be.

It's the american version of the Bandai Joke Machine. Depending on the condition and if it's complete I'd say between $80 and $100.

that should easily be worth around $100 at least then. that's what I paid for one that meets your description. It's still among my top 3 favorite Macross toys. :)

The box is pretty rough so it's probably worth less than $100. It has been a while since I've priced one out but back when I was buying mine a loose incomplete joke machine with no accessories could be had for about $30-$40. Then with the accessories: FAST packs, gunpod, Minmay figure, and stickers it would get up to $75ish and then with box and everything they could be $100 plus for some of them. The 1S might be the most common one though.
