How is it possible to not see Reedman? He may be thin, but he also has a giant red eye.
The same reason no one could see Frenzy walk from Air Force One to Barricade.
It was pretty dark in the room holding the cube piece, and he did fly upon the soldiers like a wasp or bee would.
That's another thing, how is the most SECURE room in the US not well lit?

To be honest, I think Reedman is Scalpel.
Think about it, How can Ravage carry two smaller Decepticons inside of him and how did Scalpel get his hands on the AllSpark shard when Reedman was the one who retrieved it?
Reedman could've easily disassmbled himself once Ravage got to safety. Sucked those balls good and shit out Scalpel.
They were credited under different voice actors. That kind of indicates that they are different characters.
About Scalpel getting his hands on the shard? Simple. Reedman meets up with Ravage, Ravage absorbs Reedman and the shard, and later deploys Scalpel with the shard. Nothing says that ravage carries both reedman and scalpel at once.
