Most likely money was always the issue behind the lack of transformations in the film.

 

Rampage transformed into a somewhat humanoid form. The "dozer tracks" became tentacles.

 

They probably wanted the effect of Rampage jumping and showing up out of nowhere more.

 

Agreed. I think that was unique and exciting.

But what's the exact question being asked? Are we deciding whether we wanted to see Rampage go from bulldozer to his jackhammer mode on screen? Or are we answering whether or not we would have liked to see Rampage's toy form robot mode rather than the one that appeared in the film?

 

People wanted to see his full transformation from dozer to robo-jackhammer mode.

 

Yes, from Bulldozer to jackhammer mode on screen, not the toy, particularly because we only got to see the dozer slightly forming, a tease really, but dissapointing at least to me..
