Question: who was the second in command for the decepticons?

    Soundwave Really was megatrons second. Providing tactical analysis and commanding the bulk of the decepticons footsoldier spies. Information is soundwaves game and megatron always can use that to his advantage.

    Starscream was the air commander a important role that often went to his head.
    traitorous swine. While a fearsome air fighter. Starscream would never fight a battle he could'nt win or at least convince someone else to fight for him.

    Its Shockwave I believe, Megatron did leave him in control of Cybertron and he had his own seekers to command there, plus his tech specs have his rank at 9, higher than Soundwave's (8) and Starscream's (5). Megatron's not dumb enough to make someone as treacherous Starscream so close to the leadership role, his prominence was for his combat efficiency alone.

    My perception,

    Shockwave was second in command on Cybertron.

    Soundwave was really second in command, but Megatron allowed Starscream to believe he had the actual power...just one of Meg's many ways of controlling the traitorous Starscream.

    I consider all of them high ranking generals/ commanders. They are all among the strongest decepticons excluding gestalts and play important roles. If I had to choose, I would pick Shockwave because he was trusted with most important job. I still think they all have equal rank and it explains why there was no clear cut leader after Starscream disposed of Megatron in TFTM. Later on we can also include Sixshot and maybe Scorponok but his size gives him an unfair advantage.

    It's Starscream.... look at all the times he would lead battles/missions... And he lead the Seeker Jets..... not to mention a few times when Megatron would fall, the others would follow him....... in the Movie, even though they fought about who would lead, everybody ended up almost following Starscream(before Galvatron came).......

    I never felt like Soundwave was much in charge of anything--more like an attache to Megatron. On occasion, he supervised in Megatron's absence, but had no command authority of his own.

    And on Cybertron, definitely Shockwave. Earth...I don't know. There weren't all that many 'Cons. I'm not sure Megs had a clearly defined second-in-command. More like he delegated on a case-by-case basis.

    Starscream was air commander, Shockwave was in charge of cybertron, soundwave was in charge of jack, but probably had the "behind the scenes" power

    So i say
    Megs
    Screamer
    Shockwave

    course this changes from cannon to cannon and media form

    Because Megatron was no more.... During the pre-movie episodes, Megatron clearly showed the others that Starscream was their second in command......

    I would say Shockwave; Megatron would only leave the task of guardin Cybertron to his best, most efficent and reliable soldier.

    On Earth, I'd say Starscream, but on Cybertron and overall, I'd say Shockwave. Soundwave always seemed better as a loyal right-hand man but not necessarily a leader waiting to happen.

    It's similar to the Prime/Ironhide situation. I think Ironhide would be just as happy letting someone like Jazz or Prowl call the shots if Prime was killed. I also think he'd tell someone like Rodimus to go f*ck himself if the opportunity presented itself due to his loyalties to the "original crew".

    I would say Soundwave. Megatron probably left Shockwave in charge of Cybertron because he needed Soundwave by his side to benefit from his talents. Like how he could "read " other bots minds( at least from what his profile says), and how he had a little army of mini spy's at his disposal. Leaving him on Cybertron would be a waste.

    Soundwave was a babysitter more than anything else. In Ultimate Doom, Shockwave was clearly his superior.
