I bought the Korean version of Scourge from RiD, and unlike the American version which had a Decepticon symbol on his shoulders, it has some sort of upside down autobot look-alike symbol.

What gives? What the hell is it? For that matter, why is it upside down??

I'm going to assume, then, that you haven't seen that RiD episode.

What happens is, a decepticon Protoform scans Optimus Prime, a tanker truck, and a human all at once, which is the reason why he's pretty much Evil Optimus Prime, but with a different, yet similar, alt mode. The scanning the human bit is pretty much only important to the RiD storyline, specifically.

It's the G2 Autobot symbol. The upside down G2 Autobot symbol was used as their faction symbol in Japan instead of the Decepticon symbol. Mostly because Scourge was a repaint of G2 Laser Optimus, and the disks the trailer fires had that symbol molded into them, so to expain that, they just gave him that symbol upside down, because he's an "anti-autobot".
