i circled what my question is about
what are they there for and why do the flip?
I'm not sure, but, they might have something to do with his combined form/forms.
no they have nothing to do with his powerlinx forms
when he is the lower body they are where they are when he is in robot mode
when he is the upper body they are still on the inside of the arms
what i want to know is 'why can they move?' really
I have a theory about these wings, though I'm not sure if it answers the question.
I think that Energon Jetfire is not intended to represent a simple spaceship, but more specifically, a space shuttle and a booster/fuel unit.
When you really look at his vehicle mode, there is a strong suggestion that the top (grey) part is intended to be it's own small ship while the lower (red) part is the booster unit.
You can almost make this work because the upper portion pops off easily, but unfortunately, those wings are attached to the lower portion insteadt. But it does look like they are supposed to look like "part" of the upper "ship" that sits on top.
Am I crazy?

They can't flip up when the big thing is on top? I don't have the toy, but it looks like it would be flush with the side of the top shuttle thing if they were up.
According to the instructions, they flip all the way back for robot mode, so they're pointing out the back of the legs.
I don't know why they decided to add those, but that's what they're for.
