Pure coincidence. Between other monochromatic "virtually all green" bots like Brawn, Springer, Cosmos and Hardhead, there's only so many shades of green & grey/silver to choose from. So Bulkhead & Hound being similar color wise is really no different than Bumblebee & Sunstreaker being yellow & black, Cliffjumper & Ironhide & Powerglide & Sideswipe & Inferno being virtually all red, Galvatron & Cyclonus & Astrotrain & Blitzwing & Shockwave being primarily purple w/ grey, so on & so forth.

I doubt it's a coincidence. Animated Bulkhead even has stars on him, like G1 Hound's toy did (although the placement is completely different).

Color scheme is the only similarity though.

Considering the military green with the white star, I'd say it was an intentional homage, but that's as far as the similarities go.

Nah, if anything, I think it's a fondness for the military olive green deco & accent symbols more than anything to do with a supposed homage to Hound. Now if he were a jeep and/or had a silver shoulder canon and/or actively projected holograms, then I'd say there's something to the homage theory.

I think it's a deco homage, instead of a character or design homage.
