what is going on inside optimus primes mouth in 2007? its like a party of cogs in there.
Yes I think that's exactly what it is.
Looks like a lifeline signal.
It looks more like an visual representation of an audio signal. I don't think their mouths are like ours with a throat, ext. It's just there and produces sound electronically.

It's not really a mouth so much as a pair of Lips over his face.

Presumably they are what actually produces his voice, assuming of course they weren't added just to look cool.

Sorry for the quality, but if you look closely you can make out the gears and what not in his mouth. You can see it with Ratchet too.
I'd say it's just the components that either allow him to move his "lips" or actually make his voice.
Not much to explain...he's an alien robot, he has an alien robot mouth. I bet TFs think the inside of our mouths look wierd and gross too.

Yeah, I've noticed that (especially in the first movie), and I always figured that they're just little hammers, cogs, or some other tiny machines to mechanically produce the character's voice.
Actually, thinking of the scene in RotF's forest battle when Optimus parallels a person spitting out a tooth during a brutal fight, I guess it was probably one of those little pieces in his mouth that got knocked out.
Pretty much these. Although as NEST SOLDIER pointed out, it almost looks like "signals" or "waves", but they're most likely physical, small, mechanical gears and pieces that are moving, just to add a little something visually to the act of speaking.

I'll just leave it saying mechanical robot stuff, nothing much to it.
It is established with Ironhide's first line in Shanghai in TF:RotF that Cybertronians force air out of their mouths to speak aloud in at least some situations, so it's safe to assume all those moving parts in their mouths are simply forming the necessary sounds with the mechanical equivalent of vocal cords, tongues, teeth.
